Broken games! Why do unfinished games keep getting released?

A few days ago Microsoft apologized for releasing such a broken version of the Halo: The Masterchief Collection Multiplayer, and offered compensation. For a few years this has been a trend. With examples reaching from EA offering compensation for the disastrous launch of Sim City to Ubisoft offering the "Dead Kings" expansion pack for free because they shipped a broken version of Assassin's Creed Unity.
