This was filmed in accommodation at work, so the environment and sound will be different. (I'm back at the usual bench now.)
Initially I was a bit suspicious about this device which is basically a USB powered ioniser.
There was a possibility it might be fake and not have high voltage circuitry, or if it did then it may have an issue where an ioniser creates a huge DC voltage differential with respect to ground and can stress the primary to secondary insulation of power supplies.
It turns out that this is a very simple implementation of a bipolar ioniser where a high voltage differential is applied between two carbon fibre tufts, causing ion flow between them. This results in a slight dust precipitation effect, but more importantly it produces a very tiny amount of corona discharge on the ultra fine tips of the carbon fibre tufts.
When air is exposed to a corona discharge some amazing science happens. Air molecules are split apart into separate atoms momentarily, and when they recombine, some can form short lived active gas molecules like ozone (O3), hydroxyl radicals (OH), hydrogen peroxide (O2H2) and many others. These molecules are unstable, and in the process of rapidly reverting back to a stable form they donate their unwanted atoms to anything in the air. That could be viruses, bacteria and organic compounds. In the process of doing so they can deactivate them and reduce odours.
This is done at a very low trace level as happens in natural outdoor air.
A good example of a bipolar ioniser is Sharp's famous Plasmacluster air sterilising system.
The module could also be used as a convenient source of high voltage at very low current for specialist projects too.
