Can I turn ordinary water into plant food using nothing but electricity?

In this experiment, I build a plasma reactor that infuses water with nitrogen and oxygen compounds created by a high-voltage discharge. The result is plasma-activated water - PAW! - a liquid researchers are studying for its potential to boost plant growth and reduce the need for conventional fertilizers.

It sounds like science fiction, but the chemistry is very real. The question is: can I make it work in my own workshop, and will it actually help my radishes grow?
