When did Hacktoberfest become Spamtoberfest?

Some open source maintainers are very angry at DigitalOcean this month, but why?

As an open source maintainer myself, I can sympathize with both sides, in the debate over whether Hacktoberfest overall a good or bad thing for open source contribution.
