Oil Sands - has Nebraska broken the Keystone XL pipeline?

Tar sands, AKA Oil Sands, extraction and processing releases 3 times as much Carbon Dioxide as traditional crude oil extraction. TransCanada is still pushing the Keystone XL extension. Donald Trump signed it's approval and the big banks jumped straight in with their funding. But it looks like the state of Nebraska has other ideas...
