Could papermill landfill waste pave our highways?

Modern paper and pulp mills produce a surprisingly large amount of waste. Most of it is incinerated to produce energy, but at least fifteen percent is simply tossed into landfill, with all the environmental hazards that this causes. So a great deal of research and development has been taking place over the years to find ways of using this waste product for something a bit more climate friendly and productive. One of the most promising results has been a cement replacement that can be used in road building and construction. That'll reduce CO2 emissions from cement making and keep nasty toxins out of the ground.
