Is North Korea's Spy Satellite Legit?

Recently North Korea launched a "spy satellite" known as Malligyong-1. Is it actually a working satellite, or just a political stunt? I took a look on several radio bands and couldn't find any evidence of this satellite doing anything. I also spoke with some satellite experts who haven't been able to find signals either. Has it failed? Never properly deployed? Is there another frequency I could use to listen for it? If you have any details, let me know in the comments!
